Terms

The rules on both sides of the counter

One app, two halves: a parent's wallet and a canteen's till. These are the terms for each, including what a balance is, what a cap guarantees, and how a canteen's takings reach it.

Effective 9 September 2026Last updated 9 September 2026

The agreement

These terms are between you and WR Concepts, the owner of SEndiPay (“SEndiPay”, “we”), a company registered in Uganda at registered address. They apply the moment you create an account or use the app, on either side of the counter.

SEndiPay is one app with two halves. Which one you get is decided when you sign in: a parent gets a wallet, a top-up screen and an activity feed; canteen staff get a till. Some of what follows applies to one side only, and says so.

Who can use it

Parents and guardians. You must be 18 or over and entitled to act for the child whose wallet you are creating. By adding a child you confirm you have the authority to do so.
Pupils. Children do not hold accounts. A pupil is a record on a parent's account, or on a school's roll, and pays at a counter without signing in to anything.
Canteen and school staff. You use the till under permissions granted by the school, and only for that school's counters.

Accounts are personal. Do not share a password or a till login; if you think either has been compromised, tell us and change it.

The wallet

A wallet is a record of money a parent has already sent, held against a named pupil so it can be spent at that pupil's school.

Topping up. From MTN MoMo or Airtel Money inside the app. A top-up is complete when the network confirms it. Until then the balance does not move.
Separate balances. Each child keeps their own. Money in one child's wallet cannot be spent by another.
Daily caps. A cap you set is enforced at the counter before the sale is taken, and re-checked on the server. A pupil cannot spend past it, and neither can a cashier on their behalf.
No credit. A wallet cannot go below zero. If the balance will not cover a purchase, the till refuses it.
No interest. A balance earns nothing and is not a savings product.

Confirm with counsel how a held balance is characterised under the National Payment Systems Act, 2020, and whether any licence or trust-account arrangement must be described here.

A balance is money a parent has already sent for their child to spend at school. It is not a deposit, and we do not lend it out.

Paying at the counter

A pupil pays with their finger. They enrol once and any counter in the school recognises them. A QR wristband does the same job for anyone who cannot or would rather not use a fingerprint.

Itemised. Every purchase lands in the parent's feed with the items, the amount, the counter and the time.
Verification, not identification. The till checks that the finger presented matches the template enrolled for that pupil. It is not searching a database of people.
Disputes. Tell us within dispute window of a purchase appearing in the feed and we will investigate with the school. Where a charge is wrong, we correct the wallet.

Refunds and withdrawals

Whole section needs confirming: whether a parent can withdraw an unspent balance back to mobile money, on what notice, with what fee, and what happens to a balance when a pupil leaves the school.

What we can state now: a purchase reversed by the canteen returns to the same wallet it came from, and a top-up that the mobile money network fails is never added in the first place.

For canteens and schools

Running the till

The canteen needs an Android phone, a fingerprint scanner on a USB-C OTG adapter, and optionally a Bluetooth thermal printer. Android because the scanner needs USB host mode. The hardware is the canteen's responsibility; the software is ours.

Take sales honestly. Charge for what was served, at the price shown. Every line is visible to a parent.
Guard the permissions. Re-enrolling a pupil's fingerprint requires the student's PIN; withdrawing a settlement requires its own permission. Do not pool these in one account for convenience.
Secure the device. A till holds biometric templates for the pupils enrolled at that school. Lock it, do not lend it, and tell us immediately if it is lost.

Settlement

Takings build up as an available balance on the till. Staff with the right permission withdraw it to mobile money, capped by the balance and re-validated on the server before it moves.

Fees, settlement timing and any minimum withdrawal are set out in the school's own agreement with us. fees and settlement schedule

What you may not do

Enrol a fingerprint that is not the pupil's, or enrol one without the parent's consent.
Use another person's account, or let a pupil use a wallet that is not theirs.
Attempt to defeat a daily cap, a balance check or a settlement limit.
Reverse-engineer the app, interfere with the service, or probe it for weaknesses without our written agreement.
Use SEndiPay for anything other than paying for goods at a school counter.

We can suspend an account that is doing any of these, and we will tell the school where a till is involved.

Availability

We work to keep the service up during school hours, but we do not promise it will never be unavailable. Mobile money networks, a school's connectivity and the canteen's own hardware are outside our control.

The till keeps working through a network outage for the checks it can make on the device, and reconciles when the connection returns. A top-up cannot complete while the mobile money network is down.

Liability

Liability cap, exclusions and indemnities need drafting by counsel against Ugandan law. The wording below is a placeholder for the shape of the section, not a position.

We are responsible for the service working as described here, and for correcting a wallet where our error caused it to be wrong. We are not responsible for a mobile money network's failures, for what a canteen chooses to sell, or for a device a school has not secured.

Nothing here limits liability that cannot be limited by law.

Closing an account

You can close a parent account at any time from the app or by writing to us. A school can end its use of the till under its own agreement.

On closure we delete the account and its child records, remove any biometric templates from the till, and keep only the transaction records we are legally required to keep. What survives is the record of a sale, not a profile of a pupil.

We can close an account for a serious or repeated breach of these terms, and will say why unless the law prevents it.

Law and disputes

These terms are governed by the laws of Uganda, and the courts of Uganda have jurisdiction. confirm dispute resolution route: courts, or arbitration first

If we change these terms we update the date at the top. Where a change materially affects what you have already paid for, we tell you in the app before it takes effect.
